Clause 18 repeatedly uses the phrase "evaluation attempt"
or (at least once) "attempt".  18.5 says that

  "An attempted evaluation of a sequence is a search
  for a match of the sequence beginning at a particular
  clock tick."

and then adds more detail about what constitutes a
match.

Is that enough of a definition?
