[sv-cc] New Mantis item and proposal (vpiParent of part-select)

Charles,

I have added a new Mantis item 1751: "Clarify vpiParent
for part selects".  Please add this to the SV-CC agenda.

Everybody else, please check it out.  I'm hoping it's
not controversial, but if it is, it's better to know
sooner rather than later.
