[sv-cc] Duplicate Manits item on vpiFile and vpiLineNo of vpiClassObj

For the next SV-CC, I'd like to move to make Mantis item
1628 a duplicate of 741.

If we later pass something expanded on vpiFile and vpiLineNo,
then both of these could become duplicates of that.
