[sv-cc] Packed-array summary uploaded to Mantis #1230

All-
I have revised my packed-array proposal (distributed for our
face-to-face meeting), and uploaded it as "PA_prop_background.pdf"
to Mantis item #1230.

It is an attempt to summarize our conclusions and recommendations
for packed-array objects, methods, and properties we discussed at
the meeting.

Although it is not yet in the form of specific updates to the LRM,
I would like to get a "straw poll" (or thumbs up/down- whatever is
appropriate) to know if we're in agreement on this so I can proceed
with that next step. 

Please review this for next week's SV-CC meeting.  Early feedback
welcomed as always.
