[sv-cc] New proposal for Mantis item 1952 (Empty arguments)

I have uploaded a new proposal for Mantis item 1952,
"'Null argument' to mean 'omitted argument' may be confusing."
I have included the changes that we asked for in our
meeting of August 29:

  1) Mark the cross-reference explicitly
  2) Add an example.

In addition, I have changed the cross-reference from 13.5.3
to 20.2.1 to accord with where the SV-BC seems to have gone
in the related Mantis item 1951.

Charles, please add this to the agenda for a future meeting.
