[sv-cc] Updated SV-CC Mantis Items

Hi All,

I have updated the SV-CC Mantis Items to reflect what we intend to
work on for this ballot draft.  All Items which are related to one
of the topics which we want to address has been given a priority of
Urgent.  All others have had their priority set to Normal.  I also
set to Urgent all Items for which we already have a proposal.

I am still expecting several Mantis Items to be filed:

     - Typed parameters (Francoise)
     - Handle lifetime (Abi)
     - Values with delays on dynamic objects (chas)
     - VPI causing new objects to come into existence (Abi)

When you file these, please be sure to set the priority to Urgent.

If you file an Item on some other topic which is not necessarily for
this ballot draft, please set the priority lower than Urgent.  Thanks.

I also believe I have assigned all of the Urgent Items appropriately.

If you find any mistakes, please let me know.  Thanks.
