[sv-cc] Handle persistence as separate issue

Abi, this is to confirm my suggestion last from Wednesday's meeting 
that we separate out the issue of handle persistence from the other
parts of 
your proposal on aspects.  As you have noted, this is an incompatible 
change with what has already been standardized, so it warrants a 
separate discussion apart from the other aspects you're considering.  
If we tie it in with the aspect proposal as a whole, it's going to be 
hard to consider it as an issue in its own right.

If necessary, in order to meet Working Group guidelines, we could 
include it as a second proposal under the vpiValid Mantis item.

Is that agreeable?
