RE: [sv-cc] Champions feedback from April 10 conference call

I have updated the proposal for 2094 to incorporate the
suggested change, and have set the status to Resolved.
I have also changed the proposal to conform to draft 5
rather than draft 4.

I have also removed the extra proposal for Mantis item
2143, reviewed that change with the SV-CC, and have
set the status to Resolved.
