[sv-cc] questions on Let VPI proposal

In 36.50 of Mantis 2414, 

1. should "> name"   be "-> name"?
2. what is the difference in vpiName and vpiFullName?  I thought the
vpiFullName is the hierarchical reference but hierarchical references
are not allowed for "let".
