FYI- I tweaked the original proposal as suggested by Shalom.  For
consistency, I have also added a similar sentence to detail 4 of
Variables (36.16).

The proposal says for 36.15 Detail 1:

"The range iterator for a packed array net returns only the explicit
packed ranges for such a net. It shall not return the implicit range of
the packed struct net elements themselves."
 
Please consider whether that second sentence should refer to enum nets
as well.
