[sv-cc] New Mantis #3115 added

Hi All,

I just uploaded Mantis #3115 which discusses the lifetime of formal
arguments in calls to DPI imports and exports. A proposal is attached
to the Mantis for ease-of-committee-processing. Hopefully this one will
be easy to pass in the next PAR.
