[sv-cc] DPI-OO proposal review

I got an action to suggest a plan for reviewing the DPI-OO proposal in the few remaining meetings.

Given the limited number of meetings I suggest to divide the topics as follows:

Meeting 1 (this week) can be dedicated to review of the user view (section 35)
Meeting 2 - discuss Annex H (the C++ intermediate layer rules)
Meeting 3 - Annex S (dpi_oo.h) and section 36 (DPI pragma directives)

It may be very helpful if any specific issues that people would like to discuss in length could be distributed to this mailing list upfront. It can help us to take parts of the review offline.
