604: how context is provided for exported tasks and functions

This item originally dealt with section E.5.5 but the same paragraph
(with slight changes)
also appears in 28.4.3 and E.8.1.  

The proposal suggests replacing all 3 paragraphs with a new paragraph
that clarifies the 
original issue (export TFs appearing in instantiable scopes) and
presents related material.
