[sv-cc] Proposal for Item 372.

I have uploaded a new proposal for this Item which addresses the issues
we discussed in our 4/8 meeting.  Unfortunately, while working on the
proposal, I really began to question the wisdom of leaving the section 15.4
as proposed.  The entire portion prior to table has questionable wording.
For example, there in the VPI section on callbacks, there are a number
of different types of callbacks described, not just two.  This section
really is only dealing with time related callbacks.

I think a better solution would be to have this section define the
terminology used to describe the different pieces of a given time slice,
then have the VPI sections use that terminology to describe the time related
callbacks.
