Well, the first correction, which would make sense
syntactically but is still hard to read, would be

"The vpiDirection of an io decl _for_ which _the_ vpiExpr
is a ref obj for which the vpiActual relationship returns
an interface or a modport declaration is undefined."

To make it more readable, one can break it down into
subordinate clauses -- something like:

"If the vpiExpr of an io decl is a ref obj, and
if the vpiActual of the ref obj is an interface
or modport declaration, then the vpiDirection of
the io decl is undefined."

Finally, one can make this latter form briefer
by being less precise about the relationship,
but (I think) without loss of meaning:

"If the vpiExpr of an io decl is a ref obj
that represents an interface or modport
declaration, then the vpiDirection of the
io decl is undefined."
