[sv-cc] Mantis 3192 and 757

Hi,

I was looking over the proposal for Mantis 3192.

The reflector discussions on this issue and Mantis 757 note that vpiExtern is used in 37.32 with respect to constraints, but does not have a #define. 757 is still open.

Please comment.
